NEW! 2026 Proposed Rates, Fees, Charges, and Surcharges

The PUD Commissioners will hold two Public Hearings in September on the 2026 Proposed Budget, Rates, Fees, Charges, and Surcharges, and on the Proposed 2026 Ad Valorem Tax Levy. Public Hearings are scheduled on September 9, 2025 and September 30, 2025. Members of the public can review these files and submit any questions or comments to our office or testify to the Commissioners in person or virtually on Zoom via computer or telephone. Information on how to attend is listed below.

At these hearings, PUD staff will deliver a presentation on the budget and members of the public will have the opportunity to provide testimony on the Proposed 2026 Budget, Rates, Fees, Charges, and Surcharges.

The Public Hearings are hybrid meetings, held in-person at PUD Headquarters (1230 Ruddell Road SE, Lacey, WA 98503) and via the Zoom video conferencing platform. Members of the public are welcome to join these meetings either in-person or from a personal computer or a mobile device. If you wish to attend by telephone (audio only), please use the information listed above to dial into the webinar. If you wish to attend virtually, please visit the URL listed above and enter the Webinar ID for the meeting you are attending. The direct link to these meetings will also be listed on the PUD's website on each meeting day.

2025 Adopted Rates, Fees, Charges, and Surcharges

The PUD Board of Commissioners adopted the 2025 Budgets, Rates, Fees, Charges, and Surcharges on October 1, 2024, after Public Hearings held in-person and via the Zoom video conferencing platform on September 10, 2024, and September 17, 2024.

 

Frequently Asked Questions

Water Rates are adopted by the Board of Commissioners during the annual budget process. Rates are set to cover the costs to operate and maintain the PUD owned water systems.

What is a Base Rate?

The Base Rate is billed monthly to all customers based on meter size. Base rate revenue pays for the costs to operate and maintain the PUD owned water systems.

What are Consumption Charges?

The Consumption Charges are based on customer usage (typically 30 days). The consumption charges are billed on a tiered rate schedule with conservation in mind.  Consumption charges also pay for the costs to operate and maintain the PUD owned water systems.

What are Capital Improvement Surcharges?

The Capital Improvement Surcharges are billed monthly to all customers based on meter size. The capital improvement surcharge collections pay for water system capital improvement projects identified in the Asset Management Plans.
